Build transactions to set an LP's positions
Returns one `setCommitments` transaction per asset vault that commits, resizes or clears the LP's positions on a pair. A refused position answers 422 with the rule it breaks.

Returns the strategies on a chain with their two asset vaults, or one strategy when `vault` and `strategyId` are given. Pass `asset0` and `asset1` to list one pair, with whether each strategy can route now.
